Thinly slice the flank steak, about a quarter inch thick. Partially freeze the steak for easier slicing. Place the beef in a bowl and coat with cornstarch, soy sauce, and black pepper. Mix well.
Bring a pot of water to boil. Add a pinch of salt and the broccoli florets. Blanch for 2 minutes then rinse under cold water to stop the cooking process.
In a small bowl, mix together soy sauce, oyster sauce, beef broth, minced garlic, and grated ginger.
Heat the wok over medium-high heat and add vegetable oil. Sear the beef, ensuring not to overcrowd the pan. Sear them for 1-2 minutes on each side.
