Preheat your oven to 350°F (175°C) and line an 8x8 inch baking pan with parchment paper.
In a small saucepan over low heat, melt the butter. Transfer to a mixing bowl and stir in the granulated sugar.
Add in the eggs one at a time, mixing thoroughly after each addition. Mix in vanilla extract.
In a separate bowl, blend together flour, cocoa powder, baking powder, and salt.
Gradually combine the dry mixture with the wet ingredients and stir until just blended.
Fold in chocolate chips, ensuring they are evenly distributed.
Pour the batter into the prepared pan and smooth the top with a spatula.
Bake in preheated oven for 30-35 minutes until a toothpick inserted comes out slightly moist.
Allow to cool before lifting from the pan and slicing into squares.
