Heat olive oil in a large pot over medium heat. Brown the beef cubes on all sides and remove them from the pot.
In the same pot, add onions and sauté until soft. Add garlic and cook for another minute.
Add tomato paste and cook briefly. Pour in beef broth and add thyme and rosemary.
Return beef to the pot and add carrots, potatoes, and peas. Simmer until beef is tender.
Thicken the stew with a flour mixture, stirring until desired consistency is reached.
