Boil a pot of salted water. Add elbow macaroni and cook until al dente. Drain, rinse with cold water, and set aside.
In a large bowl, combine ground beef, breadcrumbs, egg, and milk. Mix thoroughly, adding salt and pepper.
Preheat oven to 350°F (175°C). Grease a casserole dish with olive oil. Spread meat mixture evenly over the bottom.
