  • Prepare the vegetables by finely dicing the green bell pepper and onion. Set aside.
  • In a large skillet, heat vegetable oil over medium-high heat. Add the ground beef, breaking it up with a spatula. Cook until browned, about 5–7 minutes. Drain excess fat.
  • Add diced bell pepper and onion to the beef. Cook for 3–5 minutes until vegetables are tender.
  • In a small bowl, mix ketchup, Worcestershire sauce, beef broth, and cornstarch. Add garlic powder, salt, and pepper. Pour the sauce over the beef mixture, stirring well.
  • Let the mixture simmer for 5 minutes, stirring occasionally. The sauce should thicken.
  • Place slices of provolone cheese on top of the beef. Cover with a lid until the cheese melts, about 2 minutes.
