Slice the flank steak thinly against the grain and marinate it with soy sauce and cornstarch.
Heat a wok over high heat, add oil, and sear the beef until browned; remove and set aside.
In the same pan, sauté bell peppers and onions until slightly softened. Add garlic and ginger, cooking for another minute.
Return the beef to the pan, then mix with soy sauce, rice wine vinegar, hoisin sauce, black pepper, and sesame oil. Simmer until the sauce thickens.
