Preheat your oven to 350°F (175°C) and line a 9-inch cake pan with baking paper, then lightly grease with oil.
Mix together dry ingredients: flour, sugar, cocoa powder, baking soda, and salt.
Combine wet ingredients with dry mix: water, oil, vinegar, and vanilla extract. Stir gently until smooth.
Pour batter into prepared pan, smoothing the top with a spatula. Tap pan to remove air bubbles.
Bake for 30-35 minutes until a toothpick comes out clean. Cool in pan for 10 minutes, then on a rack.
